A Venezuelan-American Fire, Safety & Occupational Health Professional, Reinaldo was born in Valencia, Venezuela on March 5, 1966. He graduated from IUTSI – Safety Technician, Oklahoma State University – Fire Safety Engineering Technology, Texas A&M Fire School – Industrial Fire Instructor, Carabobo State University – M.S. Human Resources Management, and Southeastern Oklahoma State University – M.S. Occupational Safety and Health. Reinaldo worked at IUTSI – Researcher, FUNSEIN –Safety, Occupational Health and Fire Protection Project Manager, Kruger Inc – Safety, Occupational Health and Security Superintendent, Daimler Chrysler – Safety, Occupational Health and Security Manager, Coca Cola – Safety, Occupational Health and Security Corporative Manager. Currently, Reinaldo is one of the members of the Fire Protection Publications production team.

Reinaldo has been involved in the development of several International Fire Safety Training Association (IFSTA) projects. Part of his time has been dedicated to promoting the development of training material in Spanish. As a Fire, Safety & Occupational Health Professional, Reinaldo has been a business consultant and university professor as well as a volunteer firefighter and a member of the Rotary Club International disaster relief committee.

The purpose of "Fire Investigator, Third Edition," is two-fold. First, this manual provides fire and emergency services personnel and civilian inspectors with basic information necessary to meet the job performance requirements (JPRs) of NFPA 1033, Standard for Professional Qualifications for Fire Investigator, 2021 Edition. Second, this manual meets the Fire and Emergency Services for Higher Education (FESHE) Course Outcomes for two Associates, Non-Core Courses: Fire Investigation I and Fire Investigation II.

The scope of the manual addresses the basic duties assigned to a Fire Investigator in NFPA 1033 and the additional knowledge necessary to complete the FESHE courses Fire Investigation I and II. Also included in the scope is an emphasis on NFPA 921, Guide for Fire and Explosion Investigations, 2020 Edition. NFPA 921 will serve as the first reference source for all information contained in this manual and should be considered a companion text for training purposes.
